“환경오염 사전 차단 총력”… 영산강유역환경청, 40개소 합동 특별점검 착수

기후에너지환경부 영산강유역환경청(청장 김영민)이 환경오염 발생이 우려되는 사업장을 대상으로 강도 높은 합동 특별점검에 나선다.

영산강유역환경청은 반복 민원이 발생하거나 관리 부실이 의심되는 사업장 40개소를 선정해 오는 10월까지 환경청과 지자체가 참여하는 합동 특별점검을 실시한다고 밝혔다.

이번 점검은 기관 간 정보공유를 기반으로 한 사전 분석을 통해 대상 사업장을 선별하고, 관할 외 지역 공무원을 교차 투입하는 방식으로 진행된다.
이를 통해 점검의 공정성과 투명성을 확보하는 한편, 보다 실효성 있는 단속을 추진한다는 방침이다.

영산강유역환경청은 지난 2023년부터 전남 지역 사업장을 중심으로 지자체와 함께 기획점검반을 운영해 왔다.
그 결과 최근 3년간 총 86개 사업장을 점검해 이 중 46개소에서 환경법령 위반사항을 적발하는 성과를 거뒀다.
이러한 성과를 바탕으로 올해는 점검 범위를 전남과 광주를 넘어 제주, 경남(남해·하동)까지 확대해 보다 광역적인 환경관리 체계를 구축한다.

특히 점검 이후에도 개선이 필요한 영세 사업장에 대해서는 민간환경감시단을 활용한 맞춤형 지원이 병행된다.
기업과 전문가가 참여하는 감시단을 통해 시설 개선과 운영 전반에 대한 컨설팅을 제공하고, 노후시설 교체 등 사업장의 자율적 환경관리 역량을 높일 수 있도록 적극 지원할 계획이다.

김영민 영산강유역환경청장은 “지역 내 환경문제에 효과적으로 대응하기 위해서는 기관 간 긴밀한 협력이 필수적”이라며 “앞으로도 지역 주민들이 맑고 깨끗한 환경에서 생활할 수 있도록 지속적인 점검과 관리에 최선을 다하겠다.”고 밝혔다.

이번 특별점검은 단속 중심의 사후 대응을 넘어, 사전 예방과 사후 개선까지 아우르는 ‘전 주기 환경관리 체계’ 구축의 일환으로 평가된다.

The Yeongsan River Basin Environmental Office under the Ministry of Climate, Energy and Environment (Chief Kim Young-min) has announced that it will carry out intensive joint special inspections targeting workplaces suspected of causing environmental pollution.
According to the office, a total of 40 sites—identified based on repeated public complaints or concerns over poor management—have been selected for inspection. The joint inspections, conducted in cooperation with local governments, will continue through October.
The inspection process is based on prior analysis and information sharing among participating agencies to identify high-risk workplaces. In addition, officials from outside jurisdictions will be cross-deployed to ensure fairness and transparency, while enhancing the effectiveness of enforcement.
Since 2023, the Yeongsan River Basin Environmental Office has operated a planned inspection team in collaboration with local governments, primarily targeting workplaces in Jeonnam. Over the past three years, inspections were conducted at 86 sites, with 46 found to be in violation of environmental regulations. Building on these results, this year’s inspections have been expanded beyond Jeonnam and Gwangju to include Jeju and parts of Gyeongnam (Namhae and Hadong), establishing a broader regional environmental management system.
Notably, for small-scale businesses requiring further improvement after inspections, customized support will be provided through private environmental monitoring groups. These groups, composed of companies and experts, will offer consulting on facilities and operations, and support efforts such as replacing outdated equipment to strengthen the self-management capabilities of businesses.
Chief Kim Young-min stated, “Close cooperation among institutions is essential to effectively respond to environmental issues in the region,” adding, “We will continue to make every effort to ensure that residents can enjoy a clean and healthy environment through ongoing inspections and management.”
This special inspection initiative is being evaluated as part of a comprehensive “full-cycle environmental management system,” encompassing not only enforcement but also prevention and post-inspection improvement.
