전남·광주 통합특별시를 둘러싼 정책 경쟁이 ‘국가 구조 재편’ 수준으로 격상되고 있다.

특히 청년특별기금 조성과 ‘청년 AI 뉴딜’을 통해 미래 산업 인재를 지역에 정착시키고, 농산어촌까지 소득과 일자리를 확산하는 구조를 구축하겠다고 강조했다.

■ “어디에 살든 같은 권리”… 균형발전 법제화
두 번째 축은 ‘균형통합’이다.
민 후보는 “특별시는 특정 지역만의 성장이 아니라 모든 권역이 함께 성장하는 구조여야 한다”며, 지역 간 불균형 해소를 법과 제도로 보장하겠다고 밝혔다.
이를 위해 ▲균형발전 특별회계 설치 ▲농산어촌·섬 지역 최소보장 및 우선지원 제도화 ▲동부·서부·중남부·광주권 분업·순환경제 설계를 제시했다.
특히 “어느 지역도 손해 보지 않는 통합”을 핵심 원칙으로 내세우며 권익 보호를 명문화하겠다는 점을 강조했다.

■ “불안 없는 사회로”… 기본소득 시대 본격화
세 번째 전략은 ‘기본소득’이다.
민 후보는 AI와 기술 전환 시대를 대비한 새로운 사회 안전망으로 기본소득 도입을 제시했다.
청년, 소상공인, 농어민 등 다양한 계층이 도전할 수 있는 최소한의 경제 기반을 보장하고, 에너지 산업 수익을 시민과 공유하는 ‘에너지 기본소득’ 모델을 확대하겠다는 구상이다.

민 후보는 “정치는 위에서 정하는 것이 아니라 시민이 직접 설계하고 통제해야 한다”며, 통합특별시의 운영 구조 자체를 시민 중심으로 재편하겠다고 밝혔다.
이를 위해 ▲27개 시군구 및 393개 읍면동 자치권 강화 ▲온라인 시민참여 플랫폼 상시 운영 ▲정책·예산·통합과정 전면 공개를 제시했다.
