더불어민주당 전남·광주통합특별시장 후보인 민형배 국회의원(광주 광산구을)이 ‘시민이 정책의 대상이 아닌 주체가 되는 행정 대전환’을 공식화하며, 전남·광주통합특별시의 핵심 비전으로 ‘시민주권정부 수립’을 다시 한 번 강조했다.

민 의원은 27일 오후 광주광역시의회에서 열린 ‘국민주권주의와 전남광주통합특별시의 출범’ 세미나에 참석해 “경선 과정에서 내세운 1호 공약이 바로 시민주권정부”라며 “전남과 광주는 민주주의를 지켜온 역사와 경험을 바탕으로, 그 어떤 도시보다도 시민주권의 원리를 선명하게 구현해야 할 책임이 있다.”고 밝혔다.

이번 세미나는 한국행정학회가 주최하고 빛고을남도포럼이 주관해 통합특별시 출범을 앞두고 시민 중심 행정체계 구축 방안을 모색하기 위해 마련됐다.

민 의원은 특히 “행정이 설명하는 도시가 아니라 시민과 함께 결정하고 작동하는 도시로 전환해야 한다.”며 “시민주권은 구호가 아니라 구조여야 하고, 참여는 형식이 아니라 권한이며, 행정은 권력이 아니라 책임이어야 한다.”고 강조했다.
이는 기존 행정 중심 구조를 시민 중심 의사결정 체계로 재편하겠다는 강한 의지로 풀이된다.

이날 세미나에서는 김순은 전 대통령직속 자치분권위원회 위원장과 서정훈 공동집행위원장이 발제를 맡아 국민주권주의에 기반한 통합특별시 행정 모델을 제시했다.

이어 김병완 교수가 좌장을 맡은 종합토론에서는 김병록(조선대), 김태영(경희대), 김준형(순천대), 박노수(서울시립대), 박찬영(목포대) 교수와 이병현 전남연구원 연구위원이 참여해 시민주권 정책의 제도화와 실행 방안을 놓고 심도 있는 논의를 이어갔다.

민 의원은 “이번 토론회가 시민주권의 원리를 보다 구체화하고 현장 적용 가능한 정책으로 발전시키는 계기가 되길 바란다.”며 “오늘 논의된 성과를 바탕으로 시민주권정부 전남광주 통합특별시 실현을 위한 제도 설계를 정교화해 나가겠다.”고 밝혔다.

한편 민 의원은 이번 세미나에서 도출된 학문적 성찰과 정책 대안을 면밀히 검토해 향후 공약 구체화와 행정 시스템 설계에 반영할 계획이다.

Min Hyung-bae, a National Assembly member (Gwangsan-eul, Gwangju) and Democratic Party candidate for the Jeonnam–Gwangju Integrated Special City mayoralty, has officially declared an administrative transformation in which citizens are no longer objects of policy but its primary agents, reiterating that the establishment of a “citizen-sovereign government” is the core vision for the future integrated city.
Speaking at a seminar titled “Popular Sovereignty and the Launch of the Jeonnam–Gwangju Integrated Special City,” held at the Gwangju Metropolitan Council on the afternoon of the 27th, Rep. Min stated, “My number one campaign pledge during the primary was the establishment of a citizen-sovereign government,” adding, “Given their long-standing history and experience in defending democracy, Jeonnam and Gwangju bear a greater responsibility than any other region to clearly realize the principles of popular sovereignty.”
The seminar was hosted by the Korean Association for Public Administration and organized by the Bitgoeul Namdo Forum, aiming to explore ways to build a citizen-centered administrative system ahead of the launch of the integrated special city.
Rep. Min emphasized the need for a paradigm shift, stating, “We must move beyond a city where the administration explains decisions to one where citizens participate in making and operating them,” adding, “Citizen sovereignty must be structural, not rhetorical; participation must mean real authority, not formality; and administration must be about responsibility, not power.” His remarks signal a strong commitment to restructuring the current administration-centered system into a citizen-driven decision-making framework.
At the seminar, Kim Soon-eun and Seo Jeong-hoon delivered keynote presentations, proposing administrative models for the integrated special city based on the principles of popular sovereignty.
In the panel discussion chaired by Kim Byung-wan, participants including professors Kim Byeong-rok (Chosun University), Kim Tae-young (Kyung Hee University), Kim Jun-hyung (Sunchon National University), Park No-soo (University of Seoul), Park Chan-young (Mokpo National University), and researcher Lee Byung-hyun (Jeonnam Research Institute) engaged in in-depth discussions on institutionalizing and implementing citizen sovereignty policies.
Rep. Min concluded, “I hope this seminar serves as an opportunity to further clarify the principles of citizen sovereignty and refine them into practical policies applicable in the field,” adding, “The outcomes of today’s discussions will be carefully reflected in designing concrete institutional frameworks for realizing a citizen-sovereign government in the Jeonnam–Gwangju Integrated Special City.”
He also noted that the academic insights and policy alternatives presented at the seminar would be thoroughly reviewed and incorporated into the detailed development of his campaign pledges and administrative system design.
