전남 동부권 산업의 구조적 한계를 정면으로 겨냥한 ‘대전환 전략’이 공식 제안됐다.
전남 동부권 교수·전문가 그룹은 지난 11일 더불어민주당 전남·광주 통합특별시장 경선후보인 민형배 국회의원(광주 광산구을)에게 ‘전남 동부권 산업대전환 10대 프로젝트’ 정책제안서를 전달했다.
이번 전달식은 민 후보 측 경선 조직인 ‘민심캠프’에서 열렸으며, ▲서동용 전 국회의원 ▲김재무 전 전남도의회 의원 ▲김철신 전 전남도의회 의원 ▲김병권 전 순천시의회 의장 ▲서일용 전 전남도의회 의원 ▲정금호 전남대(여수) 교수 ▲전우용 광양보건대 교수 ▲조병록 순천대 교수 ▲최시훈 순천대 교수 등 20여 명이 참석했다.

■ “산단은 거대, 지역은 빈약”… 구조적 모순 직격
전문가 그룹은 동부권 산업의 핵심 문제로 ‘생산과 이익의 분리’를 지목했다.
여수국가산단은 국내 에틸렌 생산의 53%, 광양국가산단은 철강 생산의 34%를 차지하는 국가 핵심 산업 거점이지만, 고부가가치 기능은 수도권과 외부 지역에 집중돼 있다는 것이다.
이로 인해 지역은 대규모 생산을 담당하면서도, 정작 일자리·소득·산업 생태계 확장으로 이어지는 ‘환류 효과’는 미약한 구조가 고착화됐다는 분석이다.
전문가들은 이를 “산업은 세계적이지만 지역은 약한 기형 구조”라고 진단하며, 근본적인 재설계가 필요하다고 강조했다.

■ “전환·연결·환류”… 산업 구조 자체를 다시 짠다
이번 정책제안의 핵심은 동부권 산업을 ‘전환·연결·환류’라는 3대 축으로 재편하는 것이다.

① 산업 전환: 탄소·공정·고용까지 묶는 ‘패키지 전략’
주력 산업의 저탄소 전환을 위해
수소환원제철(HyREX) 및 전기로(EAF) 기반 ‘광양 그린스틸 패키지’
여수산단 고부가·친환경 포트폴리오 전환 및 사업재편 통합 패키지
등이 제시됐다.
이는 단순 설비 교체가 아니라 원가·탄소·고용·협력기업까지 통합 관리하는 ‘공정한 전환(Just Transition)’ 모델이라는 점에서 주목된다.

② 산업 연결: AI·반도체·에너지 ‘초광역 플랫폼’ 구축
신산업 육성을 위해 RE100 전력 기반 차세대 추론형 반도체 플랫폼, 이차전지 전주기 산업생태계 고도화, 광양만권 청정분자허브 및 전남형 수소은행 구축이 핵심 과제로 제시됐다.
특히 반도체 분야에서는 해남(AI 데이터센터)–나주(전력 검증)–동부권(OSAT·패키징)–광주(자율주행 실증)를 잇는 ‘3거점 트라이앵글’ 전략이 포함됐다.
이는 전남·광주 통합특별시 전체를 하나의 산업 플랫폼으로 묶는 초광역 모델로 평가된다.

③ 산업 환류: “지역에서 벌고, 지역에 남긴다”
지역경제 환류 강화를 위해 ‘전후방산업 100 프로젝트’로 산단 앵커기업–지역 중소기업 연계 제도화, 물류·교통 패키지 정비, 동부권 재정 배분 제도화 및 국세 환류기금 신설, 등이 제안됐다.
이는 생산된 부가가치가 외부로 빠져나가는 구조를 차단하고, 지역 내 일자리와 소득으로 재투입되는 순환경제 시스템을 구축하겠다는 구상이다.

■ “동부권, 피해자가 아니라 주도자로”
전문가 그룹은 “이번 정책은 동부권이 산업 전환의 ‘희생지’가 아니라 ‘주도 지역’이 되기 위한 전략”이라며,
“통합특별시 출범 이후에도 정책이 실제 실행되는지 지속적으로 점검하고 함께할 것”이라고 밝혔다.

이번 ‘10대 프로젝트’는 단순 정책 제안을 넘어, 전남 동부권 산업구조의 근본적 재편과 통합특별시 시대의 경제 권력 재배치를 요구하는 선언이라는 점에서 정치권과 산업계의 주목을 받고 있다.

A sweeping transformation strategy targeting the structural limitations of Eastern Jeonnam’s industrial base has been officially proposed.
A group of professors and experts from Eastern Jeonnam delivered a policy proposal titled “10 Mega Projects for Industrial Transformation in Eastern Jeonnam” to Min Hyung-bae, a candidate in the Democratic Party primary for the Jeonnam–Gwangju Integrated Special Metropolitan City, on the 11th.
The handover ceremony took place at “Minsim Camp,” Min’s campaign headquarters, with around 20 attendees including former National Assembly member Seo Dong-yong, former Jeonnam Provincial Council members Kim Jae-moo and Kim Cheol-shin, former Suncheon City Council Chairman Kim Byung-kwon, former provincial council member Seo Il-yong, and professors Jeong Geum-ho (Chonnam National University Yeosu), Jeon Woo-yong (Gwangyang Health College), Jo Byung-rok and Choi Si-hoon (Suncheon National University).
■ “Large industrial complexes, weak local economies”… Structural contradiction exposed
The expert group identified the core issue of Eastern Jeonnam’s industrial structure as the “separation between production and profit.”
While the Yeosu National Industrial Complex accounts for 53% of Korea’s ethylene production and the Gwangyang National Industrial Complex produces 34% of the nation’s steel, high-value-added functions are concentrated in the Seoul metropolitan area and other regions.
As a result, although the region handles large-scale production, the “circulation effect”—where value returns as jobs, income, and industrial ecosystem growth—remains weak and structurally constrained.
Experts described this as a “distorted structure where industries are global, but the region remains fragile,” emphasizing the urgent need for fundamental restructuring.
■ “Transition, Connection, Circulation”… Redesigning the industrial system itself
The core of the proposal lies in reorganizing Eastern Jeonnam’s industry around three pillars: transition, connection, and circulation.
● ① Industrial Transition: A ‘package strategy’ integrating carbon, processes, and employment
Key proposals for low-carbon transformation include:
The “Gwangyang Green Steel Package” based on hydrogen-based steelmaking (HyREX) and electric arc furnaces (EAF)
A comprehensive restructuring package for high-value, eco-friendly transformation of the Yeosu industrial complex
This approach goes beyond facility upgrades, integrating cost, carbon reduction, employment, and supply chains into a “Just Transition” model.
● ② Industrial Connection: Building a super-regional AI–semiconductor–energy platform
To foster new industries, the proposal includes:
A next-generation inference semiconductor platform powered by RE100 energy
Advanced full-cycle ecosystem development for secondary batteries
A clean molecule hub in the Gwangyang Bay area and a Jeonnam-style hydrogen bank
In particular, the semiconductor strategy outlines a “three-hub triangle platform” connecting
Haenam (AI data center) – Naju (power verification) – Eastern Jeonnam (OSAT/packaging) – Gwangju (autonomous driving testing).
This is evaluated as a super-regional model integrating the entire Jeonnam–Gwangju Special City into a single industrial platform.
● ③ Industrial Circulation: “Earn locally, retain locally”
To strengthen local value circulation, the proposal includes:
Institutionalizing linkages between anchor companies and SMEs through the “100 Upstream–Downstream Industry Projects”
Upgrading logistics and transportation systems
Establishing fiscal allocation mechanisms for Eastern Jeonnam and a national tax return fund
The goal is to prevent value from leaking out of the region and to build a circular economy where wealth is reinvested into local jobs and income.
■ “From victim to leader of industrial transition”
The expert group emphasized that “this proposal is designed to ensure Eastern Jeonnam becomes a leader—not a victim—of industrial transformation,” adding,
“We will continue to monitor and support the implementation of these policies even after the launch of the integrated special city.”
The “10 Mega Projects” go beyond a simple policy proposal, representing a declaration calling for a fundamental restructuring of Eastern Jeonnam’s industrial system and a reallocation of economic power in the era of the integrated special metropolitan city.
