전남·광주 통합특별시가 ‘이동권 혁명’의 전환점을 맞고 있다. 단순한 교통 개선을 넘어, 시민의 이동 자체를 국가 서비스 수준으로 끌어올리는 ‘AI 기반 통합교통체계’가 본격 제시됐다.
더불어민주당 전남·광주 통합특별시장 경선 후보인 민형배 국회의원(광주 광산구을)은 12일 정책 발표를 통해, 전남·광주 전역을 하나로 연결하는 AI 통합교통 플랫폼 ‘올타(All-TA)’ 구축 계획을 공식화했다.

■ “사람이 움직이던 시대 끝”… AI가 먼저 움직이는 교통으로 전환
민 후보는 “전남·광주 통합특별시는 행정 통합을 넘어 시민의 일상이 연결되는 도시가 되어야 한다”며 “이제는 사람이 교통에 맞추는 시대가 아니라, AI가 시민의 이동을 분석해 교통이 먼저 움직이는 시대를 열겠다”고 밝혔다.
‘올타(All-TA)’는 전남·광주 27개 시·군·구의 경계를 허물고 ▲버스 ▲광역교통 ▲호출형 교통 ▲이동지원 서비스 ▲향후 자율주행 교통까지 하나의 플랫폼으로 통합하는 초광역 교통 시스템이다.
출발지와 목적지만 입력하면 가장 빠르고 효율적인 이동 경로를 자동 설계하는 ‘AI 기반 이동 설계 시스템’이 핵심이다.

■ “찍으면 100% 환급”… 인구소멸지역 ‘무상교통’ 시대 선언
이번 정책의 핵심은 ‘교통비 환급 시스템’이다.
민 후보는 인구감소지역에 한해 대중교통 이용 금액을 지역화폐로 100% 환급하는 방식을 도입하겠다고 밝혔다. 이는 단순 지원을 넘어, 이동 데이터를 공공 자산으로 활용하는 ‘데이터 기반 교통복지 모델’이다.
사실상 대중교통을 무료로 이용할 수 있는 구조를 만들겠다는 구상으로, 지역 소멸 대응 정책과 교통복지를 결합한 전국 최초 모델이라는 평가가 나온다.

■ “버스 기다림 끝”… 부르면 오는 AI 수요응답 교통체계 구축
교통 시스템도 ‘공급 중심’에서 ‘수요 중심’으로 완전히 전환된다.
AI 기반 수요응답형 교통(DRT)을 전면 확대해, 정해진 시간표에 맞추는 기존 방식에서 벗어나 ‘부르면 오는 교통’ 체계를 구축한다.
여기에 향후 ▲자율주행 로보셔틀 ▲로보택시까지 단계적으로 도입해 미래형 교통 생태계를 완성한다는 계획이다.

■ 섬·농어촌도 하나로… “단절 없는 생활권 구축”
섬과 농어촌 지역의 이동권 보장도 핵심 축으로 제시됐다.
항만·버스·호출형 교통을 하나로 연결해 섬 지역에서도 끊김 없는 이동을 가능하게 하고, ‘AI 왕진버스’와 원격의료 시스템을 결합해 의료 접근성까지 동시에 해결한다는 구상이다.
또한 ▲전화 호출 서비스 ▲간편 단말기 ▲바우처 택시 등 이동약자를 위한 맞춤형 서비스도 플랫폼에 포함해 고령층과 장애인까지 포괄하는 ‘전면적 이동권 보장 체계’를 구축할 방침이다.

■ “교통비는 줄고, 시간은 단축”… 시민 체감형 변화 예고
민 후보는 “‘올타’가 구축되면 시민들은 교통비 부담 감소와 이동 시간 단축을 즉각 체감하게 될 것”이라며 “전남·광주를 대한민국을 넘어 세계가 주목하는 AI 기반 교통 혁신 도시로 만들겠다.”고 강조했다.

이번 정책은 단순한 교통 인프라 확충이 아닌, 데이터·AI·복지·의료를 결합한 ‘도시 운영 방식의 전면 전환’이라는 점에서 향후 선거 판세와 정책 경쟁에 중대한 영향을 미칠 것으로 전망된다.

Democratic Party candidate for Jeonnam–Gwangju Integrated Special Mayor, Min Hyung-bae (Gwangsan-eul, Gwangju), officially announced on the 12th a plan to build “All-TA,” an AI-powered integrated transportation platform connecting the entire Jeonnam–Gwangju region.
■ “The era of people adapting to transport is over”… AI leads mobility
Candidate Min stated, “The integrated Jeonnam–Gwangju Special City must go beyond administrative integration to connect citizens’ daily lives,” adding, “We will open an era where AI analyzes citizens’ movement patterns and transportation moves first.”
“All-TA” is a super-regional transport system that removes boundaries across 27 cities and counties in Jeonnam and Gwangju, integrating ▲buses ▲regional transit ▲on-demand mobility ▲mobility assistance services ▲and future autonomous transport into a single platform.
Its core feature is an “AI-based mobility design system” that automatically calculates the fastest and most efficient route once a departure point and destination are entered.
■ “Tap and get 100% back”… Declaring a ‘free transport’ era in shrinking regions
A key pillar of the policy is the “transport fare refund system.”
Min proposed a model in which public transportation costs in depopulating areas are refunded 100% in local currency. This goes beyond simple subsidies, representing a “data-driven transport welfare model” that treats mobility data as a public asset.
In effect, this creates a structure where public transport can be used for free, combining regional revitalization policy with transportation welfare—an approach being evaluated as a first-of-its-kind nationwide model.
■ “No more waiting for buses”… Shift to AI on-demand mobility
The transportation system will shift completely from a supply-driven to a demand-driven model.
AI-based Demand Responsive Transport (DRT) will be expanded, replacing fixed schedules with a system where transport arrives upon request.
In the future, ▲autonomous robo-shuttles ▲and robo-taxis will be introduced in phases to complete a next-generation mobility ecosystem.
■ Connecting islands and rural areas… “Seamless living zones”
Ensuring mobility rights in island and rural regions is also a central focus.
Ports, buses, and on-demand transport will be integrated to enable uninterrupted travel even in island areas. In addition, “AI visiting medical buses” and telemedicine systems will improve access to healthcare.
The platform will also include services for mobility-vulnerable groups, such as ▲phone-based ride requests ▲simple-use devices ▲voucher taxis, creating a comprehensive and inclusive transport system for the elderly and people with disabilities.
■ “Lower costs, shorter travel times”… Immediate impact for citizens
Min emphasized, “Once ‘All-TA’ is implemented, citizens will immediately experience reduced transportation costs and shorter travel times,” adding, “We will transform Jeonnam–Gwangju into a globally recognized AI-driven mobility innovation city.”
This policy is seen not merely as an expansion of transport infrastructure, but as a fundamental transformation of urban operations—integrating data, AI, welfare, and healthcare—and is expected to significantly impact the election landscape and policy competition going forward.
