해남군이 신재생에너지 개발 이익을 외부로 유출하지 않고 군민의 소득과 지역 복지로 되돌리는 커뮤니티 기반 에너지 금융모델을 본격 가동한다.
군은 지난 1월 30일 ‘해남군 군민펀드 조성 및 운영에 관한 조례안’을 입법예고하고, 2월 19일까지 군민 의견 수렴에 나섰다.

이번 조례는 신재생에너지 발전 사업에 군민이 직접 투자·참여하도록 제도화해, 수익을 지역기금·생활 SOC·농업 소득으로 환원하는 것을 핵심으로 한다.

군은 조례 제정 이후 군민펀드 조성계획 수립 → 운영 금융기관 공모 → 군민 투자자 모집 공고의 절차를 거쳐 실행에 들어갈 예정이다.

■ 군민만 참여하는 ‘지역제한 펀드’… 투기 차단·공공성 강화
군민펀드는 참여 자격을 엄격히 지역으로 제한한다.
대상은 해남군에 주민등록을 둔 군민, 본점 또는 주된 사무소를 둔 법인·단체, 군내에서 영업 중인 금융기관 또는 협동조합이다.
이는 외부 투기자 유입을 차단하고 공공성과 사회적 가치 실현을 목적으로 한 커뮤니티펀드라는 점을 분명히 한 설계다.

■ 10MW 이상 대형 사업만 적용… 수익·리스크 ‘명확한 사업’ 원칙
적용 대상은 설비용량 10MW 이상 또는 총사업비 일정 규모 이상의 신재생에너지 발전사업, 혹은 주민 참여형 지역개발사업이다.
군은 수익구조와 위험요소가 명확하고, 지역경제 활성화·주민복지 증진에 실질적으로 기여하는 사업만을 선별해 추진한다는 방침이다.

■ 해남군 100% 출자 ‘군민펀드 주식회사’ 설립
해남군은 군이 100% 출자하는 군민펀드 주식회사를 설립해, 재생에너지 개발 이익의 외부 유출을 원천 차단한다.
이 회사는 재생에너지 집적화단지 조성과 정부 국정과제인 ‘햇빛소득마을’ 조성사업을 함께 추진한다.
생산된 전력은 솔라시도 기업도시 RE100 산업단지와 AI 데이터센터 등에 공동 공급될 예정이다.
군은 총 100개소 발굴을 목표로 단계적 확대를 예고했다.

■ 에너지→소득→복지로… ‘상생형 재생에너지 모델’
군민펀드를 통해 발생하는 수익은 배당에 그치지 않는다.
지역기금 조성, 생활 SOC 확충, 농업 영농소득 증대, 지역 일자리 창출 등으로 재투자돼 지역과 주민이 함께 누리는 상생 구조를 완성한다는 구상이다.

■ AI·에너지 국가전략과 직결… 해남 ‘AI에너지 수도’ 가속
해남군은 이미 국가 AI 컴퓨팅센터 유치, LS그룹의 화원산단 해상풍력 전용항만 구축, 한전KDN 에너지 특화 AI데이터센터 조성 확정, RE100 국가산업단지·반도체 클러스터 등 굵직한 프로젝트를 잇따라 확정했다. 군은 이를 통해 직·간접 경제효과를 극대화하고, 에너지와 AI가 결합된 국가 전략 거점으로 도약하겠다는 전략이다.

■ 명현관 군수 “에너지는 공공이 개발, 소득은 군민에게”
명현관 해남군수는 “해남의 가장 소중한 자원인 에너지를 공공이 개발하고, 그 수익을 군민의 소득으로 돌리기 위한 큰 구상”이라며 “AI·에너지 수도의 핵심 거점으로서 모든 군민이 에너지 소득의 혜택을 누리는 ‘에너지 순환제’를 구축해 나가겠다.”고 밝혔다.
해남군의 군민펀드는 ‘개발의 속도’보다 ‘이익의 방향’을 바꾸는 선택이다.

에너지가 돈이 되고, 그 돈이 다시 지역의 삶을 키우는 구조.

“Energy Built by the Public, Income Returned to the People”
Haenam County Prepares to Launch a Renewable Energy Residents’ Fund Corporation, Declaring an “Energy Circulation System” Based on Direct Citizen Investment and Local Reinvestment
Haenam County is moving to fully activate a community-based energy finance model that ensures profits from renewable energy development are not siphoned off outside the region but are instead returned to residents’ income and local welfare. On January 30, the county issued a legislative notice for the “Ordinance on the Establishment and Operation of the Haenam County Residents’ Fund,” and is collecting public 의견 through February 19.
The core objective of the ordinance is to institutionalize a system in which residents can directly invest in and participate in renewable energy power generation projects, with the resulting profits reinvested into local funds, living SOC infrastructure, and agricultural income. After the ordinance is enacted, the county plans to move forward step by step by establishing a residents’ fund creation plan, publicly recruiting a financial institution to manage operations, and announcing a call for resident investors.
Participation in the residents’ fund will be strictly limited to the local community. Eligible participants include residents registered in Haenam County, corporations or organizations with their headquarters or principal offices in the county, and financial institutions or cooperatives operating within the county. This design clearly positions the fund as a community fund aimed at blocking speculative outside capital while strengthening public interest and social value.
The projects eligible for the fund will be limited to large-scale developments, including renewable energy power generation projects with a facility capacity of 10 MW or more or with total project costs exceeding a certain threshold, as well as resident-participation regional development projects. The county intends to select only projects with transparent profit structures and clearly defined risk factors, ensuring that they make tangible contributions to local economic revitalization and the improvement of residents’ welfare.
To further prevent the external leakage of development profits, Haenam County plans to establish a residents’ fund corporation wholly owned by the county. This corporation will simultaneously promote the development of renewable energy cluster zones and the national policy initiative known as the “Sunlight Income Village” program. The electricity produced will be jointly supplied to RE100 industrial complexes in the Solasido Enterprise City and to AI data centers. The county has set a goal of identifying and developing a total of 100 project sites through a phased expansion.
Profits generated through the residents’ fund will not be limited to simple dividends. Instead, they will be reinvested into the community through the creation of local funds, expansion of living SOC facilities, increases in agricultural income, and the creation of local jobs, thereby completing a win-win renewable energy model in which both the region and its residents benefit together.
Haenam County is already advancing major projects closely linked to national AI and energy strategies, including the attraction of a National AI Computing Center, the construction of a dedicated offshore wind power port at the Hwawon Industrial Complex by the LS Group, the confirmed development of an energy-specialized AI data center by KEPCO KDN, and the establishment of RE100 national industrial complexes and semiconductor clusters. Through these initiatives, the county aims to maximize both direct and indirect economic effects and to leap forward as a national strategic hub where energy and artificial intelligence converge.
County Governor Myung Hyun-kwan stated, “This is a grand vision to have energy—Haenam’s most valuable resource—developed by the public and its profits returned to the people as income.” He added, “As a core base of the AI and energy capital, we will build an ‘energy circulation system’ in which every resident can share in the benefits of energy income.”
Haenam County’s residents’ fund represents a choice to change not the speed of development, but the direction of its benefits. It proposes a new standard for renewable energy—one in which energy becomes income, that income nurtures local life, and public institutions, residents, and industry grow together.
